JOB SUMMARY:
The Reilly Center Fiscal Manager processes and reconciles mental and behavioral health billing, manages accounts payable invoicing, submits monthly Therapeutic Foster Care invoices and maintains accurate and timely filing of Medicaid and Commercial insurance claims, assists clinicians in the completion of credentialing and paneling with insurances, processes Flat Rate and Sliding Scale Payments for Outpatient Treatment, and serves as the Reilly Center liaison for the VOAGBR Finance Department. 

JOB DUTIES:
Greets and directs Reilly Center clients and facility visitors; answers phone, schedules client appointments as needed; liaisons with Development Department for facility visits and tours as well as community donations.
· Maintains and submits In-Kind/Donation forms to the VOAGBR Development Department and Director of Reilly Center for grant reporting.
· Completes claims submissions in Change Healthcare and ensures compliance with Medicaid/Private Insurance regulations and standards for Behavioral Health/Mental Health billing submission.
· Negotiates and enforces collections to recover funds and expedite the clearance of delinquent accounts for all Reilly Center programs with DCFS and Health Plans/Insurance Plans.
· Researches account transactions including claim denials and processing of any overpayments for Managed Care/Private Insurance plans.
· Maintains and posts billing information (dollar amount billed) on spreadsheets for weekly review by Director of Reilly Center and Program Directors, as well as timely and accurate month-end closing and financial reports.
· Receives screening/referral forms on clients of the Reilly Center and enter all information in Netsmart/ECM.
· Runs weekly Netsmart/myEvolv billing reports to assure that there are no held claims or missing information.
· Assists in completing and maintaining paneling of all licensed clinicians with Managed Care Organizations/Private Insurances.
· Processes requisitions and monthly TFC Parent invoices.
· Reconciles DCFS Remittance Advice for payment of TFC invoices and per diem payments.
· Processes bills from utilities, copier contract coverage, Cox, purchase orders, Total Occupational Health, Staples, and all other vendors.
· Coordinates with outside vendors for supplies and/or services needed by Reilly Center.
· Maintains Reilly Center Petty Cash; reconcile and complete requisitions for replenishment of funds.
· Performs check runs for distribution of reimbursement checks for Reilly Center programs.

JOB REQUIREMENTS:
Must possess a Bachelor’s Degree in a finance related field.
• Excellent working knowledge of the Microsoft Office Applications required.    
• Must have a minimum of 3-5 years of experience in billing through Managed Care Organizations/Private Insurances.
• Must demonstrate an understanding of and passion for ethical standards and codes of conduct in every aspect of the job.
